Graham, in his comment upon the Post – “Vox Populi” referred and provided a link, to an article published in the Guardian on 23rd of this month.
In July 2014, Atkins, AECOM and Professor Mike Maher of University College London, were commissioned by the Department for Transport to evaluate the effectiveness of 20mph (signed only) speed limits, based on twelve case study schemes in England and various comparator areas with a 30mph limit in place. The Guardian article is based on this report.

I will leave you to make your own mind up about the benefit of a 20 mph limit in our own village. However, the conclusion of the report can be viewed on page 61.
